Our mission is to provide quality, individualized and community-based adult residential care. We deliver care through adult group homes to promote recovery in a safe, comfortable environment. Additionally, we encourage our residents to participate in programs and activities outside the group homes to enrich their lives and help them feel part of a community.

Meet Our Amazing Team
John Kolthoff, President
John has been the President of Expanding Horizons since 2006. He had been working at other local adult foster care programs which is how he gained his experience and passion for the industry. John is one of the kindest and most sincere humans out there and truly shows this daily with the employees of Expanding Horizons. In his spare time you can expect John to spend time with his wife and kids and keeping busy with sporting events, and traveling.
Louise Kolthoff, Activities Coordinator
Louise has been the Activities Coordinator since 2008 where she connects the residents and staff to happenings in the community. She enjoys all things nature – foraging for plants and mushrooms, gardening, hiking and biking. She loves spending time with her three children and husband.
Ted Johnson, Designated Manager and Placement Contact
Ted has been the Expanding Horizons Program Supervisor since July of 2013. His leadership skills play a big role in why this company is successful. Ted thrives with logical and rational thinking in critical situations and has taught this skill to EHI employees over the years. In his spare time Ted enjoys camping and spending time with his family.
Jonah Everson, Health Care Director
Jonah has been the Expanding Horizons Health Care Director since November of 2008. He has a friendly approach to medication administration yet reminds our employees of the importance of accuracy when passing medications. In his spare time Jonah enjoys fishing and boating on Lake Superior.
Ashlie Suomala, Office Coordinator
Ashlie has been the Office Coordinator with Expanding Horizons since July of 2017. She has fantastic accounting and organizational skills and seems to have all of the answers for every question. Ashlie keeps timeliness a priority and will always speak her mind. In her spare time she enjoys spending time with her daughter and attending concerts.
Ty Savall, Program Coordinator
Ty is the Training and Program Coordinator for Expanding Horizons since May of 2014. He enjoys being able to help throughout the company and enjoys being challenged daily. Outside of work, Ty enjoys spending time outdoors kayaking, hiking, camping and fishing.
Paul Newberg, Staff Development Coordinator
Paul has been the Staff Development Coordinator for Expanding Horizons since August of 2021. He is consistently working on recruiting and networking with local Duluth businesses in hopes to guide the company and keep it a successful, enjoyable and meaningful place to work. In his spare time you may find him spending time with his family and performing at popular Duluth venues as a part time musician.
Mike Vokovan, Chester House Supervisor
Mike has been the Chester House Supervisor since July of 2024. He has brought leadership skills from previous jobs and uses these skills well within the house. In his spare time Mike enjoys relaxing and spending time with his family.
Liz Nordberg, Endion House Supervisor
Liz has been the Endion House Supervisor with Expanding Horizons since February of 2024. She had been working as a float with Expanding Horizons prior to becoming a supervisor. In her spare time, Liz enjoys reading books and spending time with her family.
Alex Piazza, Greysolon House Supervisor
Alex has been the Greysolon House Supervisor since March of 2022. He has a straight forward approach with the residents and the employees while adding humor in to make it a great place to work. Alex has helped build a safe and healthy environment for everyone at the house. In his spare time Alex enjoys relaxing and hanging out with his friends.
Namgyal Dorjee, Heights House Supervisor
Nam has been the Heights House Supervisor since March of 2020. He has dedicated an enormous amount of time to the residents and staff since supervising and shows each day how much he truly cares. Nam has dialed in a near flawless routine at the home to ensure the best quality care possible through numerous obstacles along the way. In his spare time Nam likes to volunteer and also runs a local pop up food shop.
Ashlie DeYoung, Kenilworth House Supervisor
Ashlie DeYoung has been the Kenilworth Supervisor since December of 2025. She has worked at Expanding Horizons since February of 2025 and has excelled at her float position with her flexibility to pick up shifts short notice while keeping a smile on her face. In her spare time Ashlie enjoys baking, making candles and sugar sculptures, and spending time with family.
Dan Kemper, Observation House Supervisor
Dan has been the House Supervisor at the Observation House since July of 2014. He thoroughly enjoys being the leader of a team of staff that cares for individuals in the Adult Foster Care Home and even more so enjoys the positive impacts he makes on those individuals lives on a daily basis. When not at work Dan enjoys walking with his dog, Aga.
Cole Nubson, Robin House Supervisor
Cole has been the Robin House Supervisor since February of 2022. He has shown enormous amounts of patience and empathy while working at the Robin house. Cole is always eager to learn about people and what makes them tick. In Cole’s spare time he enjoys exercising at the YMCA and spending time with his friends.
